In 2026, the synergy between computing and power was first included in the government work report as a national-level new infrastructure project, marking a new phase of deep multi-factor coupling between China's integrated computing infrastructure and power systems. The demand for electricity from artificial intelligence (AI) has surged exponentially. Direct green power connections with an integrated source-grid-load-storage model are not only essential for high-quality development of the power system but also the inevitable choice for improving renewable energy absorption and increasing the share of non-fossil fuel consumption. Furthermore, they serve as the critical platform for implementing computing-power synergy.

The "15th Five-Year Plan" Special Initiative explicitly calls for coordinated planning of computing infrastructure and power systems to achieve a two-way cycle where electricity strengthens computing and computing drives electricity. The government encourages AIDC adoption of integrated source-grid-load-storage models, direct green power connections, and zero-carbon computing parks. Source-grid-load-storage serves as the core vehicle for implementing computing-power synergy. Multiple regions have successively introduced mandatory requirements for energy consumption, green power ratios, and energy storage in computing projects, marking the start of an intensive policy implementation phase for project investment and development.
