Accelerate the approval and construction of major power grid projects, including transmission corridors.

On 9 1, the National Energy Administration held a deployment meeting on new power grid construction. The meeting comprehensively reviewed China's achievements in grid development, analyzed emerging trends and requirements, and laid out major tasks for building the new power grid.

The meeting emphasized that the power grid is a critical national infrastructure, vital to economic and social development and energy security. Since the 18th National Congress of the Communist Party of China, China's power grid has achieved leapfrog development, with continuous improvements in infrastructure, significant enhancements in service quality, sustained accumulation of technical advantages, and historic accomplishments in grid development.

The meeting emphasized that during the "15th Five-Year Plan" period, China's electricity demand will continue to grow at an average annual rate of approximately 5%. Renewable energy's share will rise further, while high-end industries will see steady growth in their demand for green, high-quality power. New business models and formats are accelerating, core technology competition is intensifying, and higher requirements are being placed on the construction of new grid systems. Building a new grid represents a profound transformation in architecture, technology, and services, requiring comprehensive planning and systematic implementation. First, strengthen infrastructure strengths by building a coordinated main-distribution-microgrid architecture that enhances large-grid stability and safety, maximizes the public platform role of distribution grids, and promotes flexible, diverse interactions with smart microgrids. Second, leverage innovation as a leading force by accelerating the research and deployment of advanced grid technologies such as AI+, flexible grid-forming, intelligent control, and long-duration energy storage to foster new quality productive forces. Third, reinforce multi-dimensional support by upgrading grid services that better accommodate emerging business formats—including efficient renewable integration, high-quality power supply, and compute-power coordination—to more effectively meet industrial development and public needs. Fourth, firmly uphold safety operation baselines by ensuring stable and secure large-grid operations, strengthening engineering safety and quality management, enhancing disaster prevention and emergency response capabilities, and improving overall grid resilience.

The meeting emphasized that building a new-type power grid connects upstream renewable energy generation projects with downstream industrial, commercial, and residential users. With strong multiplier effects and massive investment scale, it plays a critical role in boosting current investment and optimizing long-term structural adjustments. 1. Accelerate approval and construction of major transmission corridors and other key grid projects. Grid enterprises should advance project implementation with precision, leveraging major investments to drive broader growth. Local energy authorities must expedite processing of all necessary approvals and support documents. 2. Strengthen overall planning and coordination for new-type grid development. Local energy authorities should compile provincial lists of new-type grid projects and tasks, assign responsibilities at every level, and guide local grid companies to intensify construction of provincial backbone grids and distribution networks. 3. Enhance policy support and implementation efforts. The National Energy Administration will collaborate with relevant ministries and local energy authorities to activate regular monitoring, scheduling, and liaison mechanisms for key energy projects, resolving major implementation challenges. We will encourage private enterprises to actively invest in new-type grid development, enabling them to share new opportunities and benefits.
