Li Qiang Signs State Council Order to Publish the Revised "Regulations on Emergency Disposal and Investigation of Electric Power Safety Accidents"
Premier Li Qiang of the State Council recently signed a State Council order to promulgate the revised "Regulations on Emergency Response and Investigation Handling of Electric Power Safety Accidents" (hereinafter referred to as the "Regulations"), which shall come into force on 2027 year 1 month 1. The Regulations consist of 38 articles, with the main revisions as follows.
First, power enterprises and electricity users must comply with unified dispatching, strictly adhere to relevant standards and technical specifications, and strengthen the investigation of accident hazards. Power dispatch institutions shall carry out grid operation control in strict accordance with regulations.
Second, we adjusted and refined the accident classification criteria by comprehensively considering factors such as grid scale and structural changes, power generation equipment's grid-interconnection performance, and grid operation control requirements.
Third, extend the scope of this Regulation to entities other than power enterprises and power users that connect to and operate within the grid, and clarify their respective safety responsibilities for electricity.
Fourth, clarify the accident reporting responsibilities of power dispatch institutions. Require power enterprises to develop emergency rescue plans for accidents and conduct regular drills, strengthening the construction of the accident emergency rescue system.
Fifth, optimize the accident investigation and handling mechanism. The accident investigation team shall report to and invite the supervisory authority to participate in the investigation. Accident investigation reports shall be promptly disclosed to the public as required by law. Relevant departments shall assess the implementation of measures for preventing accidents and rectifying causes, and promptly publish the assessment results to the public.
